Dalam membuat proposal memang tidak bisa sembarangan, karena proposal ini mencakup keseluruhan agenda dari kegiatan 17 Agustus yang akan diselenggarakan. Sehingga wajib hukumnya melakukan musyawarah dengan beberapa orang yang akan menjadi panitia, dan dengan persetujuan pengurus RT / RW di desa setempat.

Seperti : tanggal, nama panitia, nama kota, rt/rw, jenis perlombaan, dan lain-lain yang mestinya disesuaikan.
